When you approach the NPCs, approach them from behind and a prompt will appear telling you to time it correctly. I noticed that the more I stole, the more they dropped out. So, consistency is the key here.
Another way, with a slightly higher chance, is to find chests located throughout the world. You can easily spot these chests using your Eagle Vision. If you have enough money that can be earned in various ways, contact the Merchant. These merchants are located throughout Assassin’s Creed: Mirage. Each will have a different amount of steel ingots and leather. In addition, the inventory seems to reset every day. This way you can come back often and get what you need.
