How to unlock the “Top Secrets” mission

How to complete “Top Secrets” in Starfield
Imogene will take you to Ularu who will ask you to take care of Simon Ryczek, an informant of hers, and retrieve some confidential data for her.
Meet with Simon Ryczek
Upon concluding your discussion with Ularu, proceed to Cydonia on the planet Mars and meet up with Simon. You can follow the blue marker on your HUD for guidance.
Engage Simon in conversation and, when he mentions that “Galactic Raiders are the number one pick for the Universal Championship this year,” respond with the phrase, “Razor derby is the only real sport.” Selecting the correct code words is crucial to advancing the mission.
Subsequently, Simon will inform you that the price for the information has been raised. Ularu initially provided you with 1000 Credits to obtain the information from Simon, but now Simon is requesting 10,000 Credits.
There are several approaches you can take to address this situation.
How to deal with Simon – Persuade, Pay, or Trade?
Applying your persuasion talents can lead to Simon reducing the cost to a more manageable 8,000 credits.
Should you prefer expediting the completion of the “Top Secrets” faction quest, you can opt to personally cover Simon’s fee of 10,000 Credits.
However, if you’re unwilling to expend your own Credits for obtaining information from Simon, he’ll propose an alternative arrangement. He’ll suggest a trade, wherein you assist him in a task involving the removal of Malai Liskova in exchange for the information. Simon will request that you eliminate Malai and return with her weapon as proof of her demise.
Should you kill or negotiate with Malai?
If you’ve opted for the third approach to acquire information from Simon, head to Saturn’s Orbit where Malai’s ship, “The Datura,” will hail you.
The encounter with Malai can unfold in one of two ways: negotiation or confrontation.
You can introduce yourself to Malai and explain the situation you’re grappling with. Malai may invite you to board “The Datura.” Use your persuasive abilities to convince her to surrender her firearm, which you can then present to Simon as proof of her demise.
If you’re inclined to expedite matters and avoid conversation, you can choose to eliminate Malai and take her weapon. Importantly, this decision won’t impact the “Top Secrets” faction mission in Starfield.
It’s worth noting that even if you opt not to kill Malai, you will still receive her weapon as a mission reward upon completing “Top Secrets” in Starfield.
Should you kill Malai or betray Simon?
You have the freedom to select either of the two options, as the end result remains consistent. However, opting to betray Simon and persuading Malai to collaborate with you is the optimal choice within the “Top Secrets” mission. Your companions will endorse this decision, and it will allow you to maintain your affinity levels.
Return back to Simon
Once you’ve dealt with Malai, head back to Cydonia and meet up with Simon. Show him the gun as proof of Malai’s death. He will ask you to keep the gun and will provide you with the information
Open your inventory and look under the new items where there will be a file that Simon handed to you. Inspect it to find Stanley McMillan’s schedule. Stanley is the person who sits on the computer and has the Dominion Files that Ularu wants.
Retrieve the Dominion Files from Stanley McMillan
Follow the blue marker on your HUD that will take you to Stanley’s computer. If Stanley is still working on his computer, wait for a bit or skip time until Stanley is getting ready to leave.
Once Stanley leaves, log into his computer and steal the Dominion Files.
Head back to Ryujin Towers
Once you’ve acquired the Dominion Files make your way back to Ryujin Tower and speak with Ularu. Ularu will then take you to speak with Masako marking an end to the Top Secret faction mission in Starfield.
